The Southern Mongolian Human Rights Information Center (SMHRIC) welcomes the reintroduction of the Southern Mongolian Human Rights Policy Act (H.R. 6877) in the 119th Congress by Congressman Jim McGovern (D-MA) on 18 December 2025. This bill renews congressional efforts to confront ongoing human rights abuses and to defend the cultural, linguistic, and fundamental freedoms of six million Southern Mongolians living under the rule of the People’s Republic of China.

As a Southern Mongolian, I see why this matters. Our language, culture, and identity are not abstract ideas. They are our daily life, our history, and our future. Yet we continue to face policies of repression, forced assimilation, and cultural erasure. When the world stays silent, these abuses deepen. When governments act, it creates pressure, visibility, and hope.

Congressman McGovern has long been a leading voice in Congress on human rights. His decision to reintroduce this legislation is a clear sign that the United States will not look away from what is happening in Southern Mongolia. It also sends an important message that Southern Mongolians are not alone, and that our struggle to preserve our identity and basic freedoms deserves international attention and action.

“The reintroduction of this bill sends a strong and timely message that the United States will not turn away from the systematic repression and gross human rights abuses being faced by Southern Mongolians,” said Enghebatu Togochog, Director of SMHRIC. “We are deeply grateful to Congressman McGovern for his strong leadership and unwavering dedication to the universal values of human rights and human dignity. His continued advocacy demonstrates a genuine commitment to standing with six million Southern Mongolians in their struggle to preserve their language, culture, identity, basic human rights and fundamental freedom.”

The Southern Mongolian Human Rights Policy Act seeks to strengthen US policy tools to monitor human rights conditions in Southern Mongolia, promote accountability for abuses, and reaffirm America’s support for the universal principles of freedom, human rights, and cultural survival.

SMHRIC urges members of Congress to support H.R. 6877 and advance it toward passage. Southern Mongolians deserve to live with dignity, to speak our language freely, and to pass our culture to the next generation without fear.
